Only if they will also share their confidential methods with you. Many contractor engagements are one-way: you disclose, they deliver work product.

Does an NDA make someone an employee?

No. Classification depends on labor law, not on whether they signed an NDA. Keep contractor paperwork separate from employment paperwork.
